Belarus has approved the state program "Agrarian Business" for 2021-2025. It is planned to allocate more than 284 billion Belarusian rubles to finance the activities of this state program. This is determined by the Resolution of the Council of Ministers No. 59 of February 1, 2021, according to the National Law Internet Portal.
The objectives of the program are to increase the competitiveness of agricultural products and food products, build up export potential, develop environmentally friendly agriculture focused on strengthening the country's food security, and ensuring adequate nutrition and a healthy lifestyle for the population.
The program includes nine subroutines:
"Development of crop production, processing and sale of crop production" (achievement of the volume and structure of crop production, allowing to balance supply and demand for the most important types of products);
"Development of seed production of agricultural plants" (provision of scientific and elite-producing organizations of the republic for the production and sale of original and elite seeds of agricultural plants of highly productive varieties for the full need of agricultural organizations of the republic);
"Development of livestock, processing and sale of livestock products" (achieving the volume and structure of livestock production, allowing to balance supply and demand for the most important types of agricultural products);
"Development of pedigree business in animal husbandry" (increasing the number of pedigree animals, allowing to increase the sales of pedigree products (material);
"Development of fishing activities" (production of pond and lake-river fish, as well as increasing the production of valuable fish species);
"Engineering flood control measures" (providing engineering protection of agricultural land from flooding and flooding);
"Development of land reclamation for agricultural purposes" (restoration of the consumer qualities of amelioration systems, which were lost over a long period of operation, and the involvement of reclaimed land in agricultural circulation);
"Development and support of small businesses" (increasing the volume of agricultural production in peasant (farm) farms);
"Providing general conditions for the functioning of the agro-industrial complex" (creating conditions for its sustainable and dynamic development).
Among the expected results of the program implementation:
increasing the efficiency of agricultural production by introducing resource-saving technologies that reduce material and labor costs, reduce costs, improve product quality to maintain its competitiveness in the domestic and foreign markets;
strengthening the raw material base of agro-industrial production based on intensification, concentration, improvement of specialization and distribution, including through the formation of highly efficient sustainable resource zones;
modernization of existing and development of new competitive industries, increasing the competitiveness of food products;
digitalization of industries and sub-sectors of the agro-industrial complex, aimed at increasing the sustainability of functioning and the introduction of innovative technologies and business models;
development of breeding and genetics for the needs of sustainable agriculture;
preservation, restoration, improvement, increase of fertility and rational use of agricultural land;
creation of favorable conditions for the development of entrepreneurship in agriculture.
“Subject to the achievement of the target volumes of agricultural production and a favorable price environment, it is forecasted that the export of food products and agricultural raw materials in 2025 will increase by 21,3% by 2020 (up to 7 billion dollars). The implementation of the measures of the state program will allow by the end of 2025 to ensure the profitability of sales in agriculture at the level of at least 10%, ”the document says.
The resolution comes into force after its official publication and extends its effect to relations that arose from January 1, 2021.
