Deputy Minister of Agriculture of Russia Yelena Fastova made a report “Main directions of state policy in the field of agro-industrial complex for 2019 and subsequent years” at the conference “Agroholdings of Russia - 2018”.
During her speech, the Deputy Minister noted that the dynamics of the main indicators in the agro-industrial complex over the past 11 years has shown steady growth. So, from 2007 to 2017, the volume of agricultural production in farms of all categories in prices of the corresponding years increased almost three times. At the same time, the average annual growth was about 3,5%.
Elena Fastova also spoke about the main changes planned in the State Program for the Development of Agriculture for 2019 and subsequent years, including the amount of financial support for the agricultural sector and the adjustment of existing state support measures.
According to her, the state program for the development of agriculture will be extended until 2025 and divided into design and process parts. In the design part, in addition to new federal projects, previously implemented departmental projects and targeted programs remain.
In connection with the inclusion of new federal projects in the draft State Program, the amount of funding for program activities in 2019 increased by 47,8 billion rubles, or 19% compared with 2018 - from 255,8 billion rubles in 2018 to 303,6 billion rubles in 2019.
In addition, in 2019, support is provided for the construction and modernization of storage facilities, breeding and nursery centers in viticulture, breeding and seed-growing centers in crop production, breeding and genetic centers in poultry, sheep-breeding complexes for meat production, capacities for the production of dry dairy products for baby food and components for them, flax and hemp processing enterprises.
Starting next year, the principles of allocating funds for the "single" subsidy in relation to insurance with state support will be changed, according to which the Ministry of Agriculture of Russia will provide additional financial support to the regions that have undertaken obligations to subsidize agricultural insurance - for them the limit has been increased within the framework of the "single" subsidy based on the planned indicators, by reducing the limits for regions that do not increase agricultural insurance indicators.
During the event, leading industry and financial experts and analysts presented forecasts and scenarios for the development of the industry in 2019 and a longer term. The conference was attended by about 200 manufacturers of agricultural and food products, suppliers of resources and services for agriculture, leading industry and financial experts and analysts, representatives of unions and associations, as well as consulting companies.
