On June 22, the First Deputy Minister of Agriculture of the Russian Federation Dzhambulat Khatuov, on behalf of Alexander Tkachev, held a meeting on the development and implementation of the subprogram "Development of potato breeding and seed production in the Russian Federation" of the Federal Scientific and Technical Program for the Development of Agriculture for 2017-2025 (FNTP ).
Dzhambulat Khatuov said that the Ministry of Agriculture of Russia, together with the Federal Agency for Scientific Organizations of Russia and interested authorities, has developed a Federal Scientific and Technical Program for the Development of Agriculture for 2017-2025.
“The developed program will reduce the high dependence of domestic agricultural producers on imported technologies, which on average is more than 80%. The scientific and technical program also defines the requirements for complex projects and scientific and industrial partnerships, ”said Dzhambulat Khatuov, adding that the document provides for the stage-by-stage formation of subprograms in certain areas.
Deputy Minister of Agriculture of Russia Ivan Lebedev spoke about the high degree of readiness of the Federal Scientific and Technical Program for the Development of Agriculture for 2017-2025.
“Given the high degree of readiness of the scientific and technical program for the development of agriculture, which will reduce the high dependence of domestic agricultural producers on foreign seeds, it is planned to start its implementation this year,” Ivan Lebedev said.
According to the Deputy Head of the Russian Ministry of Agriculture, this year it is planned to start implementing a subprogram for the development of potato breeding and seed production, the creation of domestic competitive meat poultry crosses.

The discussion on the development of selection and seed production of potatoes in Russia was attended by the leaders of all crop enterprises. Today, more than 130 farms are engaged in potato growing. Representatives of seed farms for the production of potato seeds made suggestions on improving state support measures and the willingness of business representatives to participate in the implementation of its program.
The meeting participants from the regions spoke about varieties grown on the territory of the subjects, as well as made comments and suggestions on ways to increase potato yields. The meeting also discussed the formation of an information-analytical system for operational monitoring and assessment of the state and risks of scientific and technical support for agricultural development. It is envisaged that the information system will be formed by developing the information system created in the Ministry of Agriculture within the framework of separate subprograms for each of the areas of the Program.
The creation of an information system is aimed not only at collecting information on scientific developments and achievements and monitoring the implementation of the Program, but also at expert-analytical assessment of the current state and risks of scientific and technical support for agricultural development. This will allow by 2025 to increase by 25% the volume of agricultural production obtained through the use of seeds of new domestic plant varieties and breeding products, production technologies for high-quality feed, feed additives for animals and medicines, processing and storage of agricultural products, and much more.
The meeting was also attended by the Director of the Department of Science and Technology Policy and Education Vitaly Voloshchenko, Director of the Department for Development and Management of State Information Resources of the Agro-Industrial Complex Igor Kozubenko, Director of the Department of Economics and State Support of the Agro-Industrial Complex Natalia Chernetsova, heads of regional management bodies of the agro-industrial complex and crop enterprises, FANO Russia, scientific community, as well as industry unions and associations.
The meeting participants discussed the financing and implementation mechanisms of the Program. The objectives of the Program are to phase out the domestic agro-industrial complex from import dependence in the field of technologies, breeding and seed production, veterinary preparations and plant protection products.
