According to experts, it is necessary to introduce a moratorium on amendments to the law on state regulation of trade activities
The relationship between retail chains and suppliers should be based on the principle of self-regulation: this is “the most effective way in the existing conditions,” and additional state control over the sphere of trade is not needed. This opinion was expressed to TASS by the chairman of the Interindustry Expert Council (MES, unites the Association of Retail Companies, the Union of Independent Networks, Rusprodsoyuz, the National Meat Association, the Union of Alcoholic Producers and other trade associations, suppliers and producers) and the head of the Chamber of Commerce and Industry (CCI) on the development of the consumer market Alexander Borisov.
According to him, the same legal rules and restrictions cannot be applied to a huge variety of different economic entities. Therefore, the CCI committee advocates a moratorium on amendments to the law on state regulation of trade activities.
At the end of 2012, the largest industry unions signed the Code of Good Practices for Relations between Retail Chains and Consumer Goods Suppliers - in Borisov's opinion, with the support of the authorities and business associations, it could become a real set of rules for business. The head of the expert council noted that the MES members are updating the code and discussing the problem of fines for suppliers from the retail side. "The parties are unanimous that fines should not be a source of additional income [for the networks], but only a tool for maintaining business discipline," Borisov explained.
Earlier, the support organization for small and medium-sized businesses, Opora Rossii, suggested that the Ministry of Industry and Trade prepare amendments to the law to resolve problems in relations between retail chains and suppliers, Kommersant reported. In particular, the organization advocated limiting the amount of fines and creating a more transparent mechanism for granting discounts. Opor Rossii stressed that the existing problems cannot be solved within the framework of self-regulation, since this practice is not developing.
