Organic agriculture was included in the list of priority areas of the Ministry of Agriculture of the Russian Federation “Export of Agricultural Products” project for 2018-2020, said Yakov Lyubovedsky, project management director of the Union of Organic Agriculture at the conference on organic agriculture in Tatarstan. “Organic farming is included in the top five niche high-performance export markets of the project along with wild plants, mushrooms, nuts and honey. Export cooperatives will be supported.
The following forms of support for exporters are envisaged - the creation of production, processing, warehouse facilities, as well as compensation for the costs of marketing services, transportation of products. This is the first federal project to include organic farming, ”said Yakov Lyubovedsky.
The Union of Organic Agriculture, citing the British Statistical Agency, estimated global sales of organic products at $ 81 billion with an annual increase of 5-10%. It is assumed that due to the lack of developed agricultural land suitable for organic production in developed countries, Russian producers may have significant prospects in the international market.
“The government has set the task of increasing the export of Russian agricultural products to $ 21,4 billion in 2020. The export potential of Russian organic products on world markets is estimated by experts at 5 billion rubles. This indicator can be achieved no earlier than in 8-10 years due to the specifics of organic agricultural production and the need to go through a conversion, transition period, "said Sergey Korshunov, Chairman of the Board of the Union of Organic Agriculture, member of the working group of the Ministry of Agriculture of the Russian Federation on the development of local sectoral programs of the project "Export of agricultural products".
Sergey Korshunov noted that the Union of Organic Agriculture is preparing proposals for sectoral programs for the development of export of agricultural products in terms of organic agricultural production. Then, the project developers will evaluate conformity and calculate the economic efficiency of the proposed measures, form a single export support program from industry programs that combine optimized local industry programs.
The Union explained that to date, Russia has adopted three National Organic Standards, one Interstate Standard of the CIS countries. The Federation Council has developed a model law on organic farming. Regional laws on organic agriculture were adopted in the Voronezh region, Krasnodar Territory, and Ulyanovsk Region. On April 25, President Vladimir Putin called for speeding up the introduction of a federal bill on organic agriculture to the State Duma. Speaking at the II Food Security Forum, Agriculture Minister Alexander Tkachev said the bill would be submitted to the State Duma within 2 months.
