In January-June 2022, the volume of agricultural machinery production in the Russian Federation amounted to 117,6 billion rubles, which is 6% more than in the same period of 2021. For 6 months 2022 shipments of agricultural machinery increased by 22% to 113,3 billion rubles, reports press center of the Rosspetsmash Association.
The output of tractors in the first half of the year showed an increase of 0,7%, to almost 2,9 thousand units. The production of plows increased by 14%, to almost 2 thousand pieces, seeders - by 6%, to 3,8 thousand, sprayers - by 28%, to 1,3 thousand.
Export of Russian agricultural machinery for 6 months. 2022 decreased by 2%, to 10,2 billion rubles.
Against the background of a significant increase in exports of agricultural machinery in terms of money to Hungary, Egypt, Mongolia, Armenia, South Africa, the largest decrease in supplies is recorded in the direction of Germany. Also, shipments of agricultural machinery to Lithuania and Kyrgyzstan were significantly reduced. Foreign deliveries to Bulgaria, Poland, Kazakhstan decreased by 13-17%.
The largest decline in exports is observed in the segments of grain harvesters, forage harvesters and power-packed tractors.
In the period from March to May of this year, Russian manufacturers of high-tech agricultural machines promptly resolved issues related to stopping the supply of components. We were looking for new suppliers, organized our own production, rebuilt logistics. In addition, the process of transferring payments has become more complicated. Hence - a temporary slowdown in deliveries to the domestic and foreign markets of grain harvesters, forage harvesters.
Now the process of supply and own production of new components is normalizing.
The main mechanism of state support for domestic agricultural engineering is the provision of subsidies to manufacturers of agricultural machinery as part of the implementation of Decree of the Government of the Russian Federation dated December 27, 2012 No. 1432.
In order to increase the production of agricultural machinery in the Russian Federation, to preserve and create new highly qualified jobs, it is necessary to:
1. Provide funding for the implementation of Decree No. 1432 in 2022-2030. at the expense of the federal budget in accordance with the actual needs of agricultural machinery manufacturers and provide for the possibility of adjusting prices for agricultural machinery in 2022 as part of the implementation of Decree No. 1432.
2. Provide a mechanism for providing manufacturers with subsidies in the form of grants for the development of the production of components for agricultural machinery with the amount of funding from the federal budget in 2022-2026. in the amount of at least 10 billion rubles. annually.
