Russia is a major player in the world grain market. In addition to selling raw materials abroad, domestic business and the state are looking towards the export of products of deep processing of grain, which are products with high added value. Firstly, it is profitable to sell it abroad, and secondly, there is an unmet demand in the domestic market. Moreover, in recent years, Russia has been collecting high yields of grain crops. The Ministry of Agriculture has developed a number of critical measures to support the industry.
One of the most important legislative changes is a new format for compensating Russian organizations for part of the costs of transporting agricultural and food products. The new version of the Rules for the provision of subsidies includes dextrins and other modified starches - a significant share of the products of the market for advanced grain processing. This legislative measure will make it possible to sell products with a greater advantage in price compared to competitors, and also, the potential for increasing the share of exports is growing. This decree entered into force on January 17, 2021.
In 2020, the Ministry of Agriculture doubled the maximum size of a soft loan for one borrower - from 600 million rubles to 1,2 billion rubles. This decision was made to maintain the sustainable functioning of the agro-industrial complex as a result of the spread of the coronavirus infection COVID-19. In 2021, the maximum size of a soft loan was reduced to 1 billion rubles.
According to the president of the Soyuzkrakhmal Association Oleg Radin, the mechanism for reimbursing part of the direct costs incurred for the construction or modernization of enterprises implementing investment projects for deep processing of grain, which was approved on July 31, 2020, deserves special attention. “We hope,” the expert noted, “that companies will already use this support mechanism in 2021. For the deep grain processing industry, this means that it is becoming more attractive in terms of investment. ”
Interaction with the relevant ministry is the most important part of the Association's activities. On December 15, 2020, an agreement was signed on cooperation between the Ministry of Agriculture of the Russian Federation and the Association of Enterprises for Advanced Grain Processing. The parties will cooperate to create conditions for the sustainable functioning of the agro-industrial complex and the development of the deep grain processing industry in Russia.
