A meeting with representatives of municipalities in the format of video conferencing was held at the Ministry of Agriculture of the Sakhalin Oblast. The main theme was preparation for spring field work, and this issue will be one of the main in the coming months. The meeting discussed the current situation on the ground, outlined plans for the future. This was reported by the press service of the ministry.
Gennady Lysenko, deputy director of the plant growing and small business management department of the Ministry of Agriculture, gave information on the preparations for the spring field work. According to the speaker, agricultural enterprises need to maintain the area occupied by potatoes at the level of 2017. As for vegetables - the sown area under them also needs to be maintained at the same level, but the assortment should be reviewed, paying attention to the cabbage group. Under fodder crops, the area will not be reduced.
Agricultural enterprises are planning to purchase 5 tons of mineral fertilizers, which is 870% against last year. So far 108 tons have been received and are in warehouses, another 330 tons are on the way.
The need for potato seeds for agricultural enterprises and peasant farms is 8 thousand tons. It is planned to plant 1 tons of elite seeds - 405 times more than in 1,4.
Moreover, farmers intend to purchase more than 200 tons on the spot - for example, there is a seed fund in JSC Sovkhoz Yuzhno-Sakhalinsky. The company offers elite seed potatoes for sale at a price of 40 rubles / kg and I reproductions at a price of 35 rubles / kg (varieties: Lilly, Labella, Laperla, Red Lady). The seeds were produced as part of the Governor’s order to create a seed farm in the Sakhalin Region, and the state farm has all the necessary documents. In addition, such seeds can be subsidized from the regional budget.
This year it is planned to bring in 7 tons of limestone flour, which is 590 times more than last year. Plant protection products will require 4,1 tons.
They will need 1 tons of fuel and lubricants. Equipment readiness at the proper level. Tractors are 300% ready, agricultural machines - 86%. As previously reported, as a result of systematic technical re-equipment, the number of equipment in agricultural enterprises and peasant farms, operated for up to 88 years, increased to 10%.
The director of the department of economics and finance of the ministry Natalya Boldakova within the framework of the meeting made information on the issues of concessional lending to agricultural producers. She recalled that since 2017, a new approach has been taken in lending in agriculture. Authorized banks issue soft loans at a rate of no more than 5% to agricultural producers.
The mechanism of preferential lending, which had been in effect before, provided for farmers to receive loans at full rate and the expectation of subsidies, which often dragged on for a long time. Borrowers had to spend working capital on servicing expensive loans.
The purpose of the new mechanism is to allow agribusiness companies not to divert their working capital to pay for a subsidized part of the interest rate and not to wait for their subsequent return in the form of subsidies.
The director of the department also recalled the need to conclude agreements with municipalities on March 1 to provide subsidies to support private farms, as well as to organize work with agricultural producers who did not submit reports on the implementation of agreements for 2017.
