Fertilizers other than pesticides and agrochemicals may not be registered. The State Duma deputies will consider such a bill of the Government at the plenary sessions of the spring session.
According to the decision of the Customs Union Commission "On the Application of Sanitary Measures", feed additives for animals are not considered agrochemicals. The bill adds to the exceptions peat, sugar production waste, dung and manure, bottom sediments of water bodies, silt, as well as mixed mineral fertilizers.
"Thus, - said in the explanatory note, - the obligation of registrants to conduct costly registration tests, including registration of mixed mineral fertilizers registered in the prescribed manner, is excluded."
In addition, the text of the document specifies that only a manufacturer, developer or an authorized person will be able to apply for registration of pesticides and agrochemicals. This will make the fertilizer registration process more transparent and reduce the number of counterfeit products on the agricultural market.
The initiative presupposes the exclusion from the federal law of the concept of "burial" in relation to unsuitable pesticides and agrochemicals, the harm of which is recognized by the Sanitary Regulations. As well as a reduction in the period for conducting examinations of chemicals from six to three months and an increase in the period for state registration from two to three years.
