The rules of state support for agriculture in Russia should not change for at least five years to create investment stability in the industry.
This was stated by the first deputy head of the Ministry of Agriculture of the Russian Federation Dzhambulat Khatuov, speaking at the Agrarian Forum of Russia.
“We share the opinion of our colleagues that the horizons and rules of state support for at least five years should not change at all. Only investment stability will create the preconditions for a more confident movement of investors, ”said Hatuov. According to him, changing the order of state support for agricultural producers reduces the degree of trust both on the part of investors themselves and those who will study the possibility of investing in the agricultural sector.
He also noted that the ministry is faced with the task of creating a concessional lending mechanism for small businesses, Soyuzrossahar writes. “There is an instruction from the leadership — to improve measures of state support and in no case to cancel previously taken ones.”
The main task is to withstand the previously indicated measures of state support for the investment period.
In principle, this is happening now for the main types of support, and where changes are taking place, they only improve this situation, ”said the First Deputy Minister.
As an example, he cited a measure of state support in the form of reimbursement of part of the costs incurred in the construction of greenhouse complexes.
“Initially, we made a decision on (reimbursement - ed.) 20%, now, due to all circumstances, after expert meetings with participants, we came to the conclusion that it is necessary to reduce it to 10%. Today this is not a very popular measure, ”added Hatuov.
Among the factors that affect the state support measures for the agro-industrial complex and the need for their correction, he singled out a change in the level of profitability of projects, pricing policy in relation to manufactured products, and the level of the Central Bank's key rate.
“There are many factors. In general, if summarized, the situation does not worsen. But, in any case, there must be stability. ”
