In the State Duma, in the first reading, a bill was unanimously adopted, designed to simplify the procedure for renting land plots for peasant farms, reports press service of AKKOR (Association of Peasant (Farmers and Agricultural Cooperatives of Russia).
Vladimir Plotnikov, First Deputy Chairman of the RF State Duma Committee on Agrarian Issues, made a report on this topic at the plenary session.
The bill was developed on behalf of the President of the Russian Federation V.V. Putin. The document addresses two important questions at once. The first is due to the need to support citizens and peasant farms as subjects of small forms of management. It is important to note that these are predominantly family farms, and the bill simplifies their access to land resources.
The document adopted in the first reading ensures the possibility of granting agricultural land plots in state municipal ownership for rent for up to five years. Citizens and owners of farms will be able to rent land without bidding.
The second important issue concerns the determination of the size of land shares in the form of a simple correct fraction - this work was begun in the last Convocation and it will be continued. The bill makes it possible to determine these proportions. And from March 1, 2025, the shares will be re-registered by local governments.
It is expected that some of the provisions will be improved upon further consideration of the bill. There is a potential for the development of norms regulating the right of a peasant farm to receive a land plot without bidding. In particular, it is necessary to revise the principle of a one-time procedure for renting land plots for farmers.
