This was announced by the First Deputy Minister of Agriculture of Russia Dzhambulat Khatuov during the congress of the Association of Peasant (Farming) Farms and Agricultural Cooperatives of Russia (AKKOR).
“Next year we will reduce the number of imported foreigners. Whether we like it or not, we will invite our students, from vocational schools to higher education institutions that farmers have refused, ”he said.
Khatuov stressed that Ministry of Agriculture will train such specialists, and farms must at the same time organize and create conditions for their work. He also noted that this issue will be discussed with each region. “We need our qualified specialists,” concluded Khatuov.

Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev spoke for the introduction of a simplified procedure for attracting labor migrants on Tuesday at a meeting on improving Russia's migration policy.
“Due to the coronavirus, a labor force deficit has arisen in certain areas of the economy: this applies to agriculture, construction, the housing and utilities sector,” Medvedev stated. According to him, “it is necessary to work out the issue of introducing simplified procedures, according to which foreign citizens could be legally attracted in these areas.”
The Deputy Chairman of the Security Council also noted that "organized forms of labor migration should be more actively developed, including within the framework of existing agreements with foreign partners."
“At the same time, our economy is interested in attracting highly qualified specialists from abroad, we have repeatedly made decisions aimed at ensuring that such people come to our country, therefore, it is necessary to simplify for them the paperwork for labor activities in Russia, to resolve issues, associated with the payment of wages, "Medvedev stressed. He recalled that the Ministry of Economic Development and the Ministry of Labor have developed a bill that is aimed at solving this problem, it is being discussed in the government. “It is advisable to submit this document to the State Duma as soon as possible after the necessary approvals,” the deputy chairman of the RF Security Council believes.
