The budget of the state program for the development of agriculture, valid until 2020, may decrease by 3,4 billion rubles.
According to the draft federal law on the budget for 2018, submitted by the government to the State Duma, it is proposed to allocate 235,3 billion rubles for these purposes.
In some areas, the amount of funds can be reduced, in others - increase. The decrease in expenses is due to the fact that the amount of funds for subsidizing banks and the state-owned corporation VEB will decrease by 13,28 billion rubles.
The document notes that in 2018, authorized banks did not absorb budgetary allocations, borrowers refused to apply for loans on applications approved by the Ministry of Agriculture, and also changed the sampling schedules, which led to a delay in the issuance of funds by authorized banks. For this reason, it is proposed to reduce subsidies for the recovery of lost income on agricultural loans.
Also, 2,1 billion rubles less will be allocated to subsidies to legal entities for the modernization of agricultural facilities. Subsidies for purchasing and commodity interventions were reduced by 464,9 million rubles, for the reconstruction of the special center of the Rosselkhoznadzor - by 211,9 million rubles. At the same time, it is proposed to increase expenses on the reimbursement of part of the costs of modernization and creation of agro-industrial complex facilities to stimulate investment (add 5,3 billion rubles), to increase the authorized capital of Rosagroleasing for the supply of new agricultural equipment (4 billion rubles).
Russian companies can get 329 million rubles more for the transportation of agricultural products by land transport. Another increased item of expenditure mentioned in the project is salaries. In connection with the increase in the minimum wage, an additional 1,6 billion rubles will be required. 1 billion rubles will be allocated to improve housing conditions in rural areas.
