A draft document “On the Organization of the Agricultural Microcensus of 2021” was published on the official portal of regulatory legal acts. Based on the resolution, Rosstat will conduct a microcensus from July 1 to July 30, 2021, taking as a basis a sample of at least thirty percent of the objects of the All-Russian Agricultural Census. In addition, Rosreestr, the Federal Penitentiary Service, the Ministry of Internal Affairs and the Russian Guard will be appointed responsible for the preparation, monitoring of implementation and safety.
The deadline for summing up the preliminary results of the agricultural microcensus is set for the 4th quarter of 2021, and the summing up and official publication of the final results of the microcensus should take place before the end of 2022.
According to current Russian legislation, selective observations are made between agricultural censuses for individual sites. The year 2021 is the deadline for conducting the microcensus, which is necessary for tracking changes and forecasting in agriculture.
The explanatory note to the draft resolution states that the microcensus will allow to develop promising areas for the development of the agro-industrial complex, as well as monitor the implementation of the doctrine of food safety, the development strategy of rural areas until 2030 and the May decrees until 2024.
The All-Russian Agricultural Census was conducted in Russia from July 1 to August 15, 2016, and in remote and inaccessible territories - until November 15, 2016. Prior to this, the census was carried out in 2006, so the results of counting in 2016 made it possible to assess how the structure of producers and the resource-production potential of the agricultural complex in the country over 10 years changed.
