Prime Minister Mikhail Mishustin signed a decree on state accounting of greenhouse gas emissions. It will start operating as early as next year.
This document defines the list of substances to be accounted for: carbon dioxide, methane, nitrous oxide, sulfur hexafluoride, hydrofluorocarbons and perfluorocarbons, as well as nitrogen trifluoride. The list was formed on the basis of the Kyoto Protocol to the UN Framework Convention on Climate Change, as well as the Concept for the formation of a system for monitoring greenhouse gas emissions.
The order is necessary to implement the provisions of the law on limiting greenhouse gas emissions, signed by the President in July 2021. It provides for the introduction of mandatory reporting for large enterprises and the creation of a special information system, a register where this information will be entered. It is expected to set emission limitation targets.
The decision taken will be an additional step towards the creation of a balanced carbon regulation system in Russia, which will contribute to the formation of favorable conditions for the sustainable development of the Russian economy.
