The Central Bank of the Russian Federation hosted a meeting of the Expert Council on Insurance under the Bank of Russia chaired by the director of the Insurance Market Department Igor Zhuk, attended by Natalya Chernetsova, director of the Department of Economics and State Agribusiness Support of the Ministry of Agriculture, Korney Bizhov, president of the National Union of Agricultural Insurers, representatives of the Ministry of Finance, Ministry of Economics, agricultural unions and insurance community.
Experts have thought through the process of preparing an advisory report on insurance, which will assess the state of the agricultural insurance market and raise questions about the directions of its development in the country. It is planned that the document will be published before December of this year.
As explained by the head of the NSA, Korney Bizhov, the participants in the meeting were unanimous that at this stage the state of the agricultural insurance market is of serious concern. This year there was a record decline in the pace of development of agricultural insurance: according to the NSA, for eight months of 2017, a 73% drop was recorded under insurance contracts with state support. At the same time, in mid-September, 30 regions announced an emergency. Only in 16 regions, according to the Ministry of Agriculture and agribusiness management bodies, losses are estimated at 3,3 billion rubles. In 16 regions, 128 outbreaks of ASF were recorded; in 11 regions, 32 outbreaks of bird flu.
