The Ministry of Agriculture, Trade, Food and Processing Industry of the Khabarovsk Territory discussed the implementation of indicators of the Food Security Doctrine. In accordance with the new version of the document, the provision of the country's subjects with their own vegetables should be at least 90%.
Regions in the central part of the country are close to this indicator. In the Far East, which is located in the risky farming zone, the situation is different: on average, the macro-region is provided with vegetables by 40%, and potatoes by 84%. In the Khabarovsk Territory, according to the results of 2018, the supply of vegetables is 30%, and potatoes - 75%.
Last year, the situation did not get better. Due to floods, farmers lost part of the crop.
The urgency of this problem was confirmed by the situation related to the supply of vegetables from China at the beginning of this year. Outages that affected prices were due to coronavirus restrictions. According to the ministry, about 10% of potatoes, cabbage and beets, 40% of carrots and onions, 80% of fresh cucumbers, 90% of fresh tomatoes are imported from China to the region annually.
Meanwhile, local products are in demand among residents of the region. During the meeting, it was noted that the farmers of the region are ready to increase volumes and gradually replace the supply of imported vegetables.
The ministry notes that the region is capable of at least double the production of its own vegetables in the open field. In 1990, the Khabarovsk Territory produced 77,4 thousand tons of such vegetables, and in 2019 - about 30 thousand.
First of all, the regional ministry of agriculture will support farmers with subsidies. So, in the region by 30% compared to last year, increased funding for unrelated support. In this direction, you can compensate for the costs of growing vegetables. Twice as much funds were allocated in the region to compensate for the purchase of elite potato seeds.
In addition, there is state support for the reimbursement of part of the costs of acquired agricultural machinery, cultural work for the introduction of land into circulation. In 2020, the region allocated 66 million rubles from the federal budget for cultural work, which is 4 times more than in 2019. For 2020, the goal is to put into circulation 4,2 thousand hectares of unused land.

Work is underway to withdraw these lands into regional and municipal ownership with subsequent transfer to effective users, the ministry noted.
Attention will also be paid to increasing productivity and soil fertility, the construction of vegetable stores, the development of greenhouse vegetable growing. By 2024, the regional authorities plan to additionally build at least 30 hectares of greenhouses.
In the PSEDA "Khabarovsk" LLC "TC" Priamurye "has already started the implementation of such a project. This is a greenhouse complex with a capacity of up to 4,5 thousand tons of vegetables per year. Another investor, Vegetables of the Far East LLC, plans to build a complex of 11 hectares. In this case, we are talking about 10,6 thousand tons of vegetables per year.
