An emergency regime was introduced on the territory of the Perm Territory due to the loss of crops due to drought, the order was signed by the governor Dmitry Makhonin, the measure allows to release farmers from fines for failure to fulfill plans, the press service of the head of the region reports.
"Dmitry Makhonin signed a decree on the recognition of an emergency situation in the region in connection with the dangerous natural phenomena recorded in May-June of this year," the message says.
It is clarified that the measure will allow agricultural producers not to pay fines for non-fulfillment of yield indicators and to conduct a dialogue with banks on the prolongation of credit obligations. In addition, farmers and agricultural enterprises will be able to count on support from local authorities in the procurement of feed.
According to the authorities, the drought was caused by abnormally hot weather, which was observed during the active growth of crops in the region. High temperatures, dry winds, insufficient soil moisture on an area of more than 100 hectares had a negative impact on fodder procurement, milk production, livestock and poultry keeping.
Earlier, the Perm Center for Hydrometeorology and Environmental Monitoring reported that from May to June the temperature maximum was plus 32 degrees, while dry winds formed for 10-12 days (wind at high temperatures and low air humidity during flowering, filling, ripening of grain crops) , and the topsoil was slightly moistened.
