The Russian Ministry of Agriculture has prepared a number of draft resolutions to the law on improving state control over the handling of pesticides and agrochemicals, adopted at the end of last year. The documents have been posted for public discussion on the federal portal of draft regulatory legal acts.
According to the documents, provisions on state control (supervision) in the field of safe handling of pesticides and agrochemicals will be approved. Also, a procedure has been developed for the creation of a federal state information system for the traceability of pesticides and agrochemicals, its development and operation. The order of interaction of the traceability system with other state information systems, a list of information posted on the Internet contained in the traceability system, as well as information posted in the form of open data will be approved.
In addition, a procedure will be established for the formation and maintenance of a register of organizations that store pesticides and agrochemicals and provide storage-related services in a traceability system.
A list of specialized checkpoints across the border of the Russian Federation will also be approved, in which state control is exercised in the field of safe handling of pesticides and agrochemicals, and a procedure for exercising control at checkpoints, including specialized ones, will be developed.
Another document will change the procedure for considering an application and issuing an opinion on the import of plant protection products included in the single list of goods to which prohibitions or restrictions on import or export by the EAEU member states in trade with third countries are applied.
Recall that in accordance with the law of December 30, 2020 "On Amendments to the Federal Law" On the Safe Handling of Pesticides and Agrochemicals "in terms of improving state control (supervision) in the field of safe handling of pesticides and agrochemicals", the government receives the right to approve the regulation on state control over the safe handling of pesticides and agrochemicals. A list of specialized checkpoints across the Russian border will be compiled through which fertilizers will be allowed to be imported. Control functions in this area will be returned to Rosselkhoznadzor.
