Russian President Vladimir Putin signed a law establishing the legal and organizational framework for activities in the field of the technical condition and operation of tractors and other self-propelled vehicles. The corresponding document was published on the official Internet portal of legal information.
Until now, the requirements for self-propelled vehicles were regulated by regional legislation, there was no single document at the federal level.
The new law applies to self-propelled road construction, communal, agricultural vehicles, off-road motor vehicles and other ground roadless motor vehicles with an engine over 50 cubic centimeters or an electric motor with a maximum power of more than 4 kilowatts.
According to the document, the Government will determine an executive body that will be responsible for the policy in the field of technical condition and operation of self-propelled vehicles and other types of equipment.
Also, the Cabinet of Ministers will approve a list of requirements for the technical condition and operation of self-propelled vehicles, rules for admission to control self-propelled vehicles (including the procedure for conducting an exam and admission to it).
In addition, he will determine the procedure for registering cars, the rules for technical inspection, a list of faults in which it is prohibited to use vehicles. State registration of self-propelled vehicles will be conducted using the registers of the FSIS USMT, which contains information on registered tractors.
The law prohibits the operation of self-propelled machines and other types of equipment in the presence of malfunctions, as well as the operation of machines that are not registered and not insured.
In addition, the law introduces a prohibition for drivers to get into a car without a tractor driver's license.
The requirements of the law do not apply to ground self-propelled devices of categories "L", "M", "N" on wheels with an engine (s) power of more than 4 kilowatts or with a maximum design speed of more than 50 kilometers per hour and equipment of the RF Armed Forces.
