Director of the Federal State Budgetary Institution "Rosselkhoztsentr" A.M. Malko took part in the meetings of the Intergovernmental Coordination Council on seed production of the Commonwealth of Independent States (CIS) and the meeting of authorized states parties to the Agreement on multilateral state specialization of production and supply of varietal and hybrid seeds of agricultural crops, which opened yesterday , January 24, 2018, in Samarkand (Republic of Uzbekistan).
In connection with the 25th anniversary of the signing of the Agreement in Bishkek (Kyrgyz Republic) by the governments of the CIS countries, some of the issues discussed were devoted to summing up the results of cooperation within its framework, the current state and prospects of cooperation between the Commonwealth member states.
Topics were discussed related to breeding and seed production of leguminous and cereal crops, rice, cotton, flax, sugar beet, corn and sorghum; introduction of resource-saving technologies in breeding, variety testing, seed production and nursery. Specializations have been clarified and production volumes have been approved for interstate supplies of seeds of varieties and hybrids, planting material for fruit and berry crops and grapes for this and next years.
The Procedure for issuing confirmation for customs authorities for the import (export) of seeds of varieties and hybrids of agricultural crops, planting material for fruit and berry crops and grapes, as well as compliance with the requirements of their duty-free import (export), a sample confirmation form for customs authorities was adopted.
The chairmen of a number of Commissions of the Intergovernmental Council on Seed Production of the CIS were considered and approved. Thus, the director of the Federal State Budgetary Institution "Rosselkhoztsentr" A.M. Malko. By March 31, 2018, the Chairpersons of the Commissions must form their composition and submit for approval to the Secretariat of the Council.
The Council's decision will be communicated to ministries and departments, customs authorities, and other interested organizations and individuals.
Our reference: On October 9, 1992, in the capital of the Kyrgyz Republic, Bishkek, the governments of the countries of the Commonwealth of Independent States signed an Agreement on multilateral state specialization of the production and supply of varietal and hybrid seeds of agricultural crops. The document became the basis for joint actions aimed at increasing the efficiency of agricultural production, creating favorable conditions for improving the food supply of the population in the member states of the agreement.
The document was signed based on the economic benefits of the development of interstate specialization in seed production, the creation of a unified market for seed products, as well as the need for coordinated actions in selection and seed production, ensuring the supply of varietal and hybrid seeds of agricultural crops. It was also taken into account that in all sovereign states significant areas have been sown for many years with varieties created by scientific institutions of other states.
