On October 25, the director of the Department of Scientific and Technological Policy and Education Vitaly Voloshchenko, who is part of the working group on the development of the agro-industrial complex of the Smolensk region, together with the regional governor Alexei Ostrovsky visited Kozinsky Greenhouse Plant LLC. At the enterprise, they got acquainted with the progress of the project for the construction of a new modern potato storage.
Vitaly Voloschenko said that in order to reduce dependence on foreign seeds, the Russian Ministry of Agriculture has developed the Federal Scientific and Technical Program for the Development of Agriculture for 2017-2025 (hereinafter referred to as the FNTP).
The director of the department informed about the possibilities of participation of the leading agricultural business in the region in the FNTP, focused on reducing the level of import dependence through new breeding technologies to create competitive domestic varieties and hybrids in the areas of potatoes and vegetables.
According to him, the Minister of Agriculture of Russia Alexander Tkachev set the task of attracting business to participate in the scientific and technological development of the Russian agro-industrial complex. As part of the implementation of these instructions, the Ministry of Agriculture is developing a number of specific measures.
“Agricultural enterprises that have become participants in the program and support domestic breeding can count on grant support and an additional set of preferences, such as: concessional lending and compensation for part of the cost of capital construction projects - vegetable stores, laboratories, seed breeding centers,” the department director said.
The Smolensk Agricultural Academy, the Kozinsky Greenhouse Plant and the Smolensk Scientific Research Institute of Agricultural Sciences are already preparing an application for participation in this program.
Today Kozinsky Greenhouse Plant LLC is one of the most dynamically developing agricultural enterprises in the Smolensk region and holds a leading position in terms of production among 90 potato farms in the region. The total sown area is more than two thousand hectares, 330 of which are reserved for potatoes. The plant provides its products not only to Smolensk, but also to Kaluga, Bryansk, Kursk, Sverdlovsk region, as well as the Krasnodar Territory and the Republic of Crimea.
“Currently, we are helping a number of Smolensk agricultural producers to receive support from the Ministry of Agriculture of Russia for their inclusion in the register of domestic producers that are bona fide suppliers. This gives a number of preferences, in particular, the opportunity to participate in the program of concessional lending at only 5% per annum, ”said Alexei Ostrovsky.
In addition, the head of the region instructed the head of the Department of Agriculture and Food Tatiana Rybchenko to consider the possibility of additional financing of the enterprise for the purchase of new equipment within the framework of the current state support measures. Vitaly Voloschenko thanked the region for providing the Smolensk State Agricultural Academy with an area of 1986 hectares on the basis of the operational use right, where a training and production center will be created and the following directions are planned to be implemented: selection and seed production of potatoes, flax, vegetables and perennial herbs. 26 October 2017.
