Speaking to the Federal Assembly, Putin thanked agricultural workers for the record crop. Last year, more than 130 million tons of grain were harvested. The indicator is higher than it was in the USSR.

Over the past 3,5 years, the region has shown good growth in the agro-industrial complex (Minister of Agriculture of the Russian Federation Alexander Tkachev noted during a working trip to the Pridonya Gardens enterprise in August 2017). This direction is one of the priorities in the framework of the long-term development strategy of the region. The volume of the main product groups has also grown. Moreover, that year they collected a record grain harvest - the best for the last 39 years. This, in particular, was facilitated by the attraction of state support funds. By the way, in 2014-2017, the region entered the top five subjects of Russia in terms of the provision of this state support.
Honorary title of the All-Russian garden
The region regains this status: for three years, indicators have increased from 800 thousand vegetables to a million tons. At the same time, it is possible to solve an important problem - vegetables are produced not only in season but all year round. Now we have four large greenhouse farms working for us: Volzhsky Agricultural Complex, Vegetable Grower, Zarya and Teplichny. Over the past two years, about 700 million rubles have been allocated for financial support of greenhouses. Actively build greenhouse complexes. Over three years, their area has been increased from 48 hectares to 76 hectares.
Not only assemble, but also recycle
The governor of the Volgograd region before the regional committee of agriculture, municipal administrations and agricultural producers set the task - not only to increase the volume of cultivated products, but also to establish interaction with processing enterprises. Over the past three years, agricultural processing volumes have increased from 50 thousand tons to 389 thousand tons. But this is not the limit of possibilities. The region is faced with the task of bringing the processing volumes to 500 thousand tons in 2021. Now such enterprises are being built in the region. For example, in the Leninsky district, Kukhmaster LLC creates a full-cycle complex for growing and processing tomatoes. In turn, at the Cargill site, already at the final direct investment project of 10 billion rubles for the construction of an oil extraction plant, today the region is one of the main producers of vegetable oil in Russia. Despite adverse weather conditions, that year 629 thousand tons of sunflower were threshed in the region. 80% of this was processed at local enterprises. Moreover, in 2014, only 684 thousand tons were produced in the region, and 40% of this volume was processed. We add that in Mikhailovka the project of 70 million rubles for the construction of a fish processing plant was almost completed. It will become one of the largest of its kind in the Volga region.
Long-term investment projects in poultry farms
The poultry industry is also developing rapidly: that year, nearly 818 million eggs were produced. The increase compared with the previous period is 2,7%. Highly efficient poultry farms of the Nikolaev and Sredneahtubinsk regions take over half the volume. There “go” investment projects that attract government support. Projects are designed until 2020.
Success in land reclamation
The region has also been successful in land reclamation. The region participated in the federal target program “Development of Land Reclamation of Agricultural Land of Russia for 2014-2020”: 2014 thousand hectares were built in 2016-4,2 and 2,6 thousand hectares of permanent irrigation were reconstructed. In that year, the proposal of the Volgograd region was supported by the head of state. As a result, the region entered the federal pilot project for the development of land reclamation. In general, over three years, irrigated areas increased from 33 thousand hectares to 47 thousand hectares.
Grants and subsidies for farmers
Last year alone, 4,6 billion rubles were spent on the agro-industrial sector. According to the results of 2017, the Ministry of Agriculture of Russia named the Volgograd Region one of the leaders in working with farms, paying attention to the serious growth in the number of farms that received grants.
That year, 260 million rubles were allocated for grants for farmers and agricultural cooperation in the region: in this way, 69 novice farmers, 13 family livestock farms, 1 large and 8 "small" agricultural cooperatives were helped. 500 new jobs appeared. In just four years, 286 grants were given for the development of small business forms in the region.
By the way, there are more and more types of state support for farmers. Last year, authorized banks began lending to farmers at a reduced rate - up to 5%. They gave loans in total last year to 192,7 million rubles. At the same time, the previous lending support mechanism worked: a part of the interest rate was returned on credit agreements. This tool takes a third of the direct state support of agriculture (2017 - 967 million rubles). In this way, we implemented large investment projects in the region. Another type of assistance is the purchase of equipment on favorable terms. Discount - 15%. Farmers bought 1176 units of agricultural machinery worth 4,6 billion rubles, the amount of the subsidy amounted to 940,1 million rubles. Plant growers are also reimbursed part of the cost of elite seeds. 26,5 million rubles were allocated for this.
