The import of seeds of agricultural plants into the Russian Federation for examinations and research work, as well as for use for educational purposes, will be possible only if their intended purpose is confirmed. The Ministry of Agriculture was instructed to ensure, by September 1, 2024, the technical readiness of the federal state information system in the field of seed production of agricultural plants (FSIS "Seed Production") to accept applications for issuing confirmation of the intended purpose of imported seeds. Applications themselves can be submitted through the State Services. The validation period is one year.
The document provides the grounds on which the applicant may be denied a confirmation. For example, it is prohibited to import seeds treated with pesticides not allowed for use in the territory of the Russian Federation, or containing genetically modified organisms.
The decision to issue a permit or to refuse must be made by the Ministry of Agriculture within a period not exceeding five working days from the date of receipt of the application.
The Decree comes into force on September 1, 2024 and will be valid until September 1, 2030. The document was adopted in accordance with the law "On seed production", which comes into force on September 1, 2023.
