The Republic of Bashkortostan has a good potential for growing potatoes and vegetables in home gardens and garden plots, as well as in private farms, Deputy Prime Minister of the Republic of Belarus - Minister of Agriculture Ilshat Fazrakhmanov noted at an operational meeting of the Government of the Republic of Bashkortostan, the official website of the Government of the Republic of Bashkortostan reports.
About 86% of all vegetables and potatoes are produced in the non-commodity sector of the region, he stressed. Thus, in 2021, the volume of production of potatoes and vegetables in all categories of farms amounted to 751 thousand tons, of which 648,3 thousand tons fall on household farms.
Ilshat Fazrakhmanov named five areas in which the region will stimulate the cultivation of vegetable crops in home gardens and garden plots.
First, the Government of the Russian Federation approved a new support measure. Starting next year, citizens registered as "self-employed" will be able to receive subsidies for vegetables and potatoes grown on their own household and garden plots and sold. Two directions of subsidizing are supposed. For seed production of vegetables and potatoes, the rate will be calculated per 1 hectare. Also, subsidies will be paid for the production and sale of open ground potatoes and vegetables for food purposes, the rate will be approximately 30% of the costs.
The second direction is the provision by processing enterprises of an advance payment to households for the purchase of seeds of vegetables and potatoes within the framework of the national project for the development of small business. Between the processor and the "self-employed" citizen is "Agrocontract". After the sale of the grown products, the state compensates 50% of the costs of the processor for the purchase of seeds for the "self-employed".
The third direction is the creation of the necessary infrastructure within the horticultural associations. To achieve this goal, interaction has been organized with 32 municipalities in which SNTs are present. The interdepartmental working group is working on advising horticultural, horticultural and dacha farms.
The municipalities are developing "road maps" for each horticultural partnership in their area.
The Deputy Prime Minister of the Republic of Belarus - Minister of Agriculture noted that the forum held in April this year prompted gardeners to work more actively to develop plans for improving the engineering support of garden plots, part of the costs for these purposes will be subsidized from the regional budget. Subsidies will be provided to non-profit partnerships operating in the territory of the Republic of Bashkortostan. It will be possible to reimburse up to 50% of the costs for engineering support of the territories of non-profit partnerships. This direction includes the construction, reconstruction and repair of internal infrastructure facilities, namely power lines, complete transformer substations, automated control and electricity metering systems, water supply systems, gas supply systems, internal roads. And up to 90% of the costs can be returned for the implementation of complex cadastral work within the boundaries of the SNT territory, as well as for the arrangement of sites for the accumulation of municipal solid waste and the purchase of containers.
The participation of households in cooperation was named as the fourth direction of stimulating the cultivation of vegetable crops in household and garden plots.
A good incentive for households growing vegetables and potatoes will be the competent organization of specially equipped places for the sale of grown agricultural products at fairs, near retail chains and shops in all municipalities.
As the Deputy Prime Minister of the Republic of Belarus - Minister of Agriculture noted, today the owner of his own plot has the full right to sell the grown fruits without taxes. The main thing is to get a certificate from the local administration or SNT that the products were produced on a personal subsidiary site without the involvement of employees.
