“It is planned to raise tariffs by 20-30%, maybe more,” says Vladimir Matyagin, president of the Gruzavtotrans association. Tariffs need to be increased by 50%, now in 90% of cases freight is below cost, adds Sergey Vladimirov, chairman of the Association of Carriers of Russia. Fuel prices have increased, the ruble exchange rate has changed, and there are many imported spare parts, payments in the Platon system have increased, representatives of the industry list. Earlier, carriers tried to save money by avoiding taxes and neglecting safety standards, but now it will not be possible to compensate for the growing costs, Matyagin notes.
At the time of this writing, the Ministry of Transport did not comment on the situation. In reality, the market is divided into segments, says Valery Alekseev, vice president of the Russian Motor Transport Union. The association conducted an analysis, the data was submitted to the Ministry of Transport. Large carriers can only work under permanent contracts, their situation is stable. Transportation prices will still increase from April 1, but only by 4% by 2020, says Alekseev. This will only restore the price level of 2019.
Small carriers work through intermediaries who optimize costs. Since this year, under the new rules, intermediaries - logistics companies, freight forwarders - have been banned from specifying themselves as a carrier when drawing up a bill of lading. As a result, the income and taxes of all links of the chain became visible. Of course, working by the rules led to higher costs. So transportation will rise in price, but this money will go to the budget, Alekseev notes.

The losers may be small carriers that go broke, fears Vladimirov. According to Matyagin, the industry currently employs about 10 million people. If the market is monopolized by large companies, tariffs will still rise.
Representatives of the industry are waiting for support from the state, possibly at the expense of taxes taken out of the shadows. According to VEB Ventures, the Russian auto logistics market at the end of last year amounted to about a trillion rubles. According to other estimates, the volume can be 2,3-3 times more, since about half of the market is in the shadow.
