During the meeting, the Minister of Agriculture of the region, Leonid Gromov, reported on measures to ensure the efficient use of agricultural land.
The area of agricultural land in the Kaluga region is 1093,7 thousand hectares, including 822,5 thousand hectares of arable land. Over the past five years, about 20-30 thousand hectares of unused lands are annually introduced into agricultural circulation in the region. The minister noted that in 2021, 549 thousand hectares were used - 66,7% of arable land. At the same time, 10 years ago, this figure was less than 40 percent.
The Ministry of Agriculture of the region, together with the State Budgetary Institution KO "Kalugainformtech" and the administrations of municipal districts, has formed and constantly updates a database containing information on the area and location of land owned by citizens, legal entities, the redistribution fund, state and municipal property.
Work to involve in the circulation and prevent the withdrawal from circulation of agricultural land is carried out in several directions. Information is updated on the basis of up-to-date earth remote sensing data, data from the state real estate cadastre, data provided by local governments.
One of the main tools for involving unused lands in agricultural turnover is state land supervision and municipal land control. Another direction of involving agricultural land in circulation was the work with unclaimed land shares. Thus, since 2008, the region has recognized the right to unclaimed shares and plots allocated on account of them, with a total area of more than 110 thousand hectares. These lands are used to form new investment sites and increase the land use of organizations and peasant (farmer) households.
In order to speed up the process of putting land into circulation, measures of state support are provided in the form of subsidizing the costs of carrying out cultural and technical measures to involve retired agricultural land in circulation. In 2021, this area was financed from the federal and regional budgets in the amount of more than 67,7 million rubles.
Since this year, the State Program for the effective involvement of agricultural land in circulation and the development of the reclamation complex of the Russian Federation for the period from 2022 to 2031 began to operate. In 2022, five projects with a total area of 1,8 thousand hectares passed the competitive selection for participation in the program. The total amount of subsidies allocated for the implementation of these projects is 39,7 million rubles. 2023 projects were sent to the Russian Ministry of Agriculture for the total amount of subsidies of more than 25 million rubles to participate in the competitive selection of melioration projects to be subsidized in 371. Based on the results of the competitive selection, state support funds from the federal budget will be allocated.
“In 2022, it is planned to put into circulation about 18,8 thousand hectares of unused land, including 17 thousand hectares through cultural and technical activities. Over the past 10 years, we have increased the share of land use by more than 28 percentage points. The task for the coming decade is to ensure XNUMX% putting land into circulation. I believe that we will cope with this task. Moreover, this is fully consistent with the timing of the new State program for the effective involvement of agricultural land in the circulation,” the minister said.
Vladislav Shapsha stressed that the Kaluga Region is consistently working to develop agriculture and ensure food security. For this, advanced technologies and approaches to the conduct of agricultural business are being mastered. Enterprises are being modernized. New jobs are being created. Systematic work is underway to improve the social sphere and improve the quality of life in rural areas.
“We have already reached a high level of self-sufficiency in meat, milk, potatoes and vegetables. In order to further increase the production of agricultural products and foodstuffs, it is necessary to put into circulation unused agricultural land. Carry out cultural and technical activities and restore soil fertility,” the governor summed up.
