Director of the Department of Science and Technology Policy and Education Vitaly Voloshchenko held the first meeting of the Interdepartmental Working Group on the implementation of the subprograms of the Federal Scientific and Technical Program for the Development of Agriculture for 2017-2025 (hereinafter referred to as the FNTP).
The working group included the heads of structural divisions of the Ministry of Agriculture, the Ministry of Economic Development, the Ministry of Industry and Trade, the Ministry of Education and Science, the Ministry of Telecom and Mass Communications and the Federal Agency for Scientific Organizations of Russia, as well as representatives of industry unions and associations.
During the meeting, a draft action plan for the implementation of the FNTP was considered and the problems encountered by the Ministry of Agriculture of Russia in the development and preparation for approval of the draft subprogram "Development of potato breeding and seed production in the Russian Federation" were discussed. The meeting participants outlined a plan of joint actions to prepare for the implementation of this subprogram and the provision of government support measures.
The participants touched upon the issues of the subsystem for the development of potato selection and seed production, which is part of the state information system "Information and analytical system for operational monitoring and assessment of the state and risks of scientific and technical support for agricultural development." Representatives of the business community noted the need to ensure, within the framework of the subsystem for the development of potato breeding and seed production, the traceability of the turnover of seed material.
During the discussion, it was also decided to use the implementation by 2025 of 18 thousand tons of domestic competitive potato seeds of the elite category as the main target indicator of the subprogram "Development of potato breeding and seed production in the Russian Federation".
Representatives of the scientific community and agricultural business supported the need for the early adoption of the FNTP subprograms, since their implementation will maximize the concentration of efforts on the introduction of domestic competitive technologies and products into industrial circulation.
At the end of the meeting, the Ministry of Industry and Trade of Russia and the Ministry of Education and Science of Russia were recommended to submit proposals on amendments to the measures of state support they supervise in relation to participants in complex scientific and technical projects.
