Speaking to reporters, Deputy Chairman of the State Duma Committee on Agrarian Issues Nadezhda Shkolkina stated that the adoption by the State Duma in the first reading of the bill "On the circulation of agricultural land" does not solve all the problems in this area, reports official website of the Eurasian Center for Food Security of Moscow State University.
In her opinion, other legislative measures are also needed to improve the efficiency of agricultural land use. “The adopted bill does not solve the problem of unclaimed land shares, the area of which, according to various estimates, is about 13 million hectares. I hope that the long-standing initiative of the deputies to involve such shares in circulation through a simplified procedure for transferring them to municipal ownership, including through the recognition of land shares of deceased owners - in the absence of heirs or a will - as escheat property will soon be supported by the government in this matter, too, finally, the end will be put, ”said Nadezhda Shkolkina.
In addition, it is necessary to resolve the issue with agricultural lands that are in municipal and regional ownership and are also not always used for their intended purpose. “In my opinion, it is also necessary to extend to them such a criterion as the maximum term for the use of agricultural land for its intended purpose, and increase state support measures for putting such land into circulation,” the deputy chairman noted.
