In accordance with the draft resolution of the Government of the Russian Federation, the volume of the quota for the import of plant protection products may be 16,748 thousand tons, although a different figure was previously announced - 15 thousand tons. It is proposed to set the quota from January 1 to June 30, 2024.
The Federal Ministry of Agriculture advocates clarifying the list of chemical plant protection products for which it is advisable to establish a quota. Previously, the agricultural department promised that they would not allow restrictions on the import of drugs that have no analogues in Russia.
The Ministry of Industry and Trade of the Russian Federation continues to discuss the issue of quotas with producers of plant protection products and farmers. Based on the results of the dialogue, a final list of drugs will be formed, and the quota size may be adjusted.
According to Vladimir Alginin, executive director of the Russian Union of Plant Protection Chemical Manufacturers, the idea of quotas is in the interests of not only the companies producing the drugs, but also the entire country. This measure will help achieve the target of providing 90% of Russian farmers with domestic products.
At the same time, some market participants seriously fear that quotas for the import of plant protection products could lead to higher prices.
