On March 1, First Vice Governor - Chairman of the Government of the Samara Region Alexander Nefedov held a meeting with the heads of city districts and municipal districts via videoconference.
Minister of Agriculture and Food Nikolai Abashin reported on the region's readiness for spring field work.
The total sown area for the 2019 crop will increase by 20 thousand ha and amount to 2,1 million ha. Spring sowing is planned to be carried out on an area of 1,5 million hectares. Since the fall of 2018, about 420 thousand hectares of winter crops have been sown, which is 10% more than a year earlier. According to monitoring, 75% of winter crops are in good and satisfactory condition, 7% of the crops did not sprout.
"Each district should pay special attention to the availability of seeds of the insurance fund in case of possible re-sowing," Nikolai Abashin emphasized. According to him, now the need for seeds of spring cereals and potatoes is satisfied, the economy is provided with seeds of industrial and fodder crops by 90%. The missing volumes will be purchased prior to the start of field work.
The minister also urged to intensify the work on the purchase of mineral fertilizers. The province's need for them this year is 71,7 thousand tons in physical weight. On average, the region is provided with mineral fertilizers by 50%, while 11 districts - only 7-30%. The complex of spring works requires 32,6 thousand tons of fuels and lubricants. Available - 14,2 thousand tons, which is 44% of the need. In 10 districts, the percentage of provision varies from 20 to 37%.
The sowing campaign will involve 4 thousand tractors, 1,9 thousand seeding units, including 800 wide-cut seeding complexes. The tractor fleet is 90% ready, the vehicle fleet - 89%, seeding machines - 87%. All equipment will be prepared by the start of work.
This year 4,2 billion rubles are provided for state support of the regional agro-industrial complex, of which 3 billion are from the regional budget. 1 billion rubles will be allocated for the development of crop production, including for unrelated support - about 400 million rubles, 178 million rubles - for subsidizing the purchase of elite seeds, 149 million rubles - for crop insurance, 269 million rubles - for subsidies for the purchase of equipment. The total amount of funds required for field work is 7,1 billion rubles.
Another form of state support is preferential investment lending. Now the ministry has received 26 applications from 17 organizations for the purchase of 89 pieces of equipment. At the same time, applications were received from only six regions - Bezenchuksky, Bolsheglushitsky, Bolshechernigovsky, Krasnoyarsky, Pestravsky and Khvorostyansky. Alexander Nefedov instructed the Ministry of Agriculture to individually work out this issue with the districts and to ensure that the applications are formed in full.
