According to the study, in 30 regions of Russia, potato production exceeds annual consumption (donor regions).
The largest donor region is the Bryansk region. Production volume in 2013-2017 here amounted to 703,3 thousand tons, consumption is at the level of 59,8 thousand tons. The region, according to AB-Center, has the ability to supply 643,2 thousand tons of potatoes outside its borders without prejudice to domestic consumption (comparable to the annual needs of Moscow). In second place is the Tula region, where 73,4 thousand tons of industrial-grown potatoes are consumed with an average annual production of 454,5 thousand tons. The region has the ability to supply 381,8 thousand tons of potatoes outside its borders (which, for example, significantly exceeds the annual needs of St. Petersburg). The largest donor regions also include the Nizhny Novgorod region, the Chuvash Republic, the Lipetsk, Tver, Tambov regions, the Udmurt Republic, the Ryazan and Novgorod regions (TOP-10). As for the early potatoes, some regions of the South of the Russian Federation are the leaders.
Potato recipient regions
Moscow is the largest recipient region. The average annual needs of the capital for potatoes are estimated at 595,5 thousand tons. Deliveries to Moscow, according to AB-Center, are carried out mainly from the Bryansk, Tula, Lipetsk, Tver, Tambov regions, some other regions of the Central Federal District, as well as from the Volga Federal District (Nizhny Novgorod Region, Chuvash Republic). In the off-season (especially April-June) - imports from Egypt, Israel, Azerbaijan and some other countries are carried out. Deliveries from Belarus are at high levels (they are carried out both during the harvest season and in the off-season). In June-July, Russian-made early potatoes are imported (mainly from the Krasnodar Territory and the Astrakhan Region).
As for the neighboring region with Moscow - the Moscow region, the region has not yet reached full self-sufficiency in potatoes, but this figure is at rather high levels here and, according to AB-Center's calculations, is 90,3%.
In second place among the recipient regions is St. Petersburg with annual needs at the level of 253,0 thousand tons. In the Northwestern Federal District, despite the general shortage of locally produced potatoes, there are donor regions - the Novgorod and Leningrad regions, where the total production exceeds consumption by 66,1 thousand tons. This volume is sent mainly to St. Petersburg. Potatoes are also delivered to the northern capital from the regions of the Central Federal District and from abroad (Belarus, Egypt, Azerbaijan, Israel). The third place among the recipient regions belongs to the Krasnodar Territory. The average annual industrial production here is only 78,3 thousand tons. The volume of consumption is estimated at 266,5 thousand tons. The region's needs for supplies from outside are 188,2 thousand tons. It should be noted that the Krasnodar Territory, being a recipient region as a whole, in June-July acts as a donor region, being one of the main producers and suppliers of early potatoes.
At the same time, annually from mid-August to April, inclusive, the vast majority of potatoes sold in the region are imported from the regions of the Central Federal District. In the spring, as well as in early summer, supplies to the region of potatoes from Azerbaijan, Egypt are at high levels. In total, according to the AB Center study, there are 53 recipient regions in Russia.
