In 2019, a branch of the FSBI Rosselkhoztsentr in the Bryansk Region continued a large-scale information company aimed at complying with environmental requirements for the collection, transportation and disposal of containers from pesticides
Recall that in accordance with Federal Law No. 458-ФЗ dated December 29.12.2014, 3 “On Production and Consumption Wastes”, polymer canisters from under chemical plant protection products, as well as bags (including big bags), are made of under fertilizers belong to hazard classes 4 and XNUMX, respectively.
Agricultural producers are obliged to hand over such containers to organizations that have a LICENSE for the collection, transportation and disposal (recycling) of this waste. For violation of the procedure for handling such waste, administrative liability is provided in accordance with Article 8.2 of the Administrative Code of the Russian Federation - a fine of up to 300 thousand rubles and the suspension of the enterprise for up to 90 days.
For the delivery of containers, agricultural producers sign an Agreement with a licensed organization for the acceptance of used containers, and after its delivery, they are issued with an ACT “On acceptance of containers from plant protection products”, which is an important document confirming compliance with all the requirements of legislation in this area. At the same time, the reception and removal of containers is carried out by transport and at the expense of utilization companies.
In 2019, the Bryansk branch of the FSBI Rosselkhoztsentr continued explanatory work on the rules for the disposal of containers and other polymers, especially among small agricultural enterprises and farms.
As a result, in 2019, more than 46 thousand canisters from plant protection products and 13 tons of used plastic film were sent by small and medium-sized agricultural producers of the Bryansk Region for industrial processing, which is almost 2,5 times higher than last year.
This means that almost 25 tons of plastic will gain a second life in the form of polymer granules, from which various goods will be made (except for those used in the food industry).
The largest amount of containers was sent for processing by agricultural enterprises of the Karachevsky, Komarichsky and Pochepsky districts; they were actively involved in this process also in the Trubchevsky, Vygonichsky, Sevsky and Bryansk regions. We hope that in the future all agricultural producers of the region will understand the importance of observing environmental norms and rules when disposing of containers from SZR and other polymeric materials, and will act strictly in accordance with legislative requirements.
