The research budget for 2023–2025 is focused on the tasks of the economy for the first time. This was announced at a meeting of the Commission for Scientific and Technological Development by Deputy Prime Minister Dmitry Chernyshenko. He, Minister of Science and Higher Education of the Russian Federation Valery Falkov, President of the Russian Academy of Sciences Alexander Sergeev, representatives of ministries, leading research institutes and state corporations discussed the formation of a budget for scientific research and development of civil purposes for 2023-2025, reports Internet portal of Rossiyskaya Gazeta.
According to Dmitry Chernyshenko, one of the key tasks of the commission is to provide priority funding for scientific projects, decisions on which were adopted by Russian President Vladimir Putin, as well as projects that can meet the needs of the Russian economy in the face of sanctions.
“At the previous meeting of the commission, all departments involved in the implementation of the state program of scientific and technological development were instructed to determine priority areas for scientific research and development for the next three years. And even now we can say that for the first time the budget for science is prioritized according to the tasks of the economy. This is the achievement of technological sovereignty and the creation of our own critical technologies, which the President spoke about,” Dmitry Chernyshenko said.
2023 billion rubles are provided for civil science in 492, 2024 billion rubles in 490, and 2024 billion rubles in 473. The reduction is due to the fact that the planned construction projects have been completed, and new ones have not yet been included in the design. The total amount of the state program "Scientific and Technological Development", taking into account the tasks of financing higher education, will be more than 1,1 trillion annually. The budget takes into account the tasks of maintaining the volume of expenditures on research and development, salaries of scientists at the level of 200% of the average for the region, and financing of fundamental research.
The Deputy Prime Minister noted that in 2023 it is planned to conduct research on 8,5 thousand topics, of which almost 8 thousand have passed the examination of the Russian Academy of Sciences. He also stressed that it is necessary to improve the financing of scientific organizations by attracting extrabudgetary funds.
As a result of the meeting, all participants in the state program were instructed to complete the work on determining the areas of scientific research in July, so that in August the final list of areas that will receive state funding was approved.
