The Ministry of Economic Development of Russia is preparing to launch an experimental legal regime (EPR) in Bashkiria in 2023 for the first flights of unmanned aerial systems (UAS), reports TASS with reference to the ministry. Drones will be able to participate in the transportation of goods, aerial photography, and also perform aerial chemical work to combat pests in agriculture. The EPR is valid for three years. The corresponding document will soon be published on the federal portal of draft regulatory legal acts.
“Such EPRs have already been installed in five constituent entities of the Russian Federation, but the project in the Republic of Bashkortostan has a significant difference, as it expands the perimeter of the use of UAS and, in addition to delivering goods, solves issues of increasing efficiency in agriculture and forestry, including fire fighting and illegal logging,” said Vladimir Voloshin, director of the digital development department of the Ministry of Economic Development, quoted by the press service of the ministry.
“For us, the experimental regime is also an investment project. According to preliminary data, the introduction of digital innovations will attract about 2,7 billion rubles of direct investment to the republic, and the Russian budget system can additionally receive up to 1 billion rubles in deductions in the medium term,” said Rustem Davletov, director of the Center for Strategic Research of the Republic of Bashkortostan.
