The Russian Antimonopoly Service proposes to regulate the volume of fuel sales on the exchange by independent refineries (refineries) in order to combat further rise in the price of gasoline and diesel fuel. This is reported by Izvestia with reference to the deputy head of the department Anatoly Golomolzin.
As the specialist explained, the price is influenced by the bidding process. For example, according to him, possible fluctuations if the supplier sells the required volumes for one or two transactions in the interests of a particular buyer. The new measure will help to avoid this. It is now being applied to vertically integrated industrial companies. Earlier, according to Golomolzin, in the spring of this year, the FAS already proposed to register the refinery's obligations to distribute oil products for the domestic market regularly and evenly and to submit applications according to plans for the coming month. This would allow buyers to predict the price situation in the future.
Recall that a sharp increase in fuel and gas prices occurred last spring and became a problem not only for motorists, but also for plant growers from several Russian regions. The national average prices amounted to more than 43 rubles per liter, the highest price tag was in the Chechen Republic. The Federal Ministry of Agriculture proposed that the government provide agrarians with means of compensation for damage from the reserve fund. The government agreed to compensate 12 billion rubles.
Also in the summer, the Russian Fuel Union appealed to the government with a request not to raise excise taxes on gasoline. Subsequently, the government even reduced them - by three thousand rubles for gasoline and two for diesel fuel. This measure was in effect until the end of last year. In November, the government persuaded the oil industry to freeze fuel prices to no less than the target. At first, the agreement was valid until April, later it was extended until July.
