The priorities also include the rejection of 10 highly toxic pesticides and the introduction of a new generation of “green” agricultural chemistry
Since the licensing of pesticide production in the PRC was transferred to the Ministry of Agriculture of China, the Ministry of Agriculture and Rural Affairs of China took responsibility for managing the transformation, modernization and optimization of the pesticide industry in order to achieve the high-quality green development goal.
In December 2019, the Ministry of Agriculture held a national pesticide management conference in Beijing. Zhang Taolin (vice minister) explained the main tasks assigned to the agrochemical industry at all levels.
The ministry has begun preparations for the 14th Five-Year Plan for the pesticide industry, which focuses on the development of world-class pesticides production, the deployment of industrial facilities and a support policy.
With regard to industrial deployment, in recent years, many enterprises in Jiangsu and Zhejiang provinces have transferred their production lines to the central and western regions of China. In these circumstances, all local regional authorities should pay attention and take precautions to control the transfer of these production lines.
Local governments should also help enterprises solve their problems related to relocation, while enterprises subject to relocation must meet environmental requirements in the central and western regions of China and strictly observe environmental standards to prevent the situation of “construction and demolition” .
In response to questions arising from pest control and the replacement of highly toxic pesticides, the Chinese Ministry of Agriculture seeks to stimulate the development of several highly effective, environmentally friendly pesticides and low-risk formulations (with low toxicity and low residue content) and optimize the introduction of new pesticides in order to to reduce the use of agrochemistry while maintaining efficiency. The plans for the five-year period include the creation of several pesticide standards to support the production and use of new generation plant protection products.
To ensure the availability of supplies on the pesticide market, it is proposed to improve monitoring of the production, marketing and use of pesticides at all levels.
Manufacturers of agricultural chemistry should be aware of the events associated with the production, sale and use of pesticides to predict and prevent shortages of products, understand the risks of abnormal price fluctuations and biosecurity of manufactured products.
At the same time, it is envisaged to allocate resources to monitor international applications of pesticides and administrative measures, as well as to monitor the use of pesticides that are under threat of prohibition or in dispute procedures, to prepare a proactive analysis and provide early warning when stopping the use of obsolete pesticides.
To solve the current problems of small-scale and decentralized production, overcapacity and unreasonable product structure, enterprises will be provided with expert advice.
State support will also be provided for industry-specific mergers and acquisitions, as well as efforts to eliminate obsolete capacities, to help companies grow and strengthen, and to create competitive large and medium-sized enterprises over the duration of the pesticide five-year plan.
The central government of China decided to abandon ten types of highly toxic chemical pesticides, including forates and isocarbophos, which will be discontinued over the next five years.
This sophisticated phase-out program covers more than 180 enterprises, and supporting provinces need to implement supporting policies and measures to help enterprises complete the process.
With regard to the development of the pesticide industry, priority is given to the relationship between domestic markets and international markets.
Currently, Chinese exports of pesticides account for more than 60% of total production, which puts significant pressure on environmental compliance and supervision of the pesticide industry.
Therefore, it is necessary to conduct a comprehensive analysis of the respective advantages and disadvantages, and then take due account of the relations between domestic and international markets, taking into account the economic benefits and the benefits of conserving resources. Priority should be given to meeting domestic demand. Studies on the export of pesticides should be carried out as soon as possible, according to the Ministry of Agriculture of the PRC.
