The Ministry of Industry and Trade of the Russian Federation proposed to extend the mechanism of quotas for the import of chemical plant protection products to the entire territory of the Eurasian Economic Union (EAEU). If the restrictions are approved, they will be gradual – no more than 15% annually until 2030.
Imports of plant protection products to Russia account for 30% of the total volume of the pesticide market, which at the end of 2023 was estimated at 230 thousand tons. And earlier, a draft resolution of the Cabinet of Ministers was developed, according to which the quota was planned to be set in the first half of 2024 at the level of 16,748 thousand tons.
The change in the original decision is due to the recommendations of the State Duma Committee on Agrarian Issues dated November 1, 2023.
The Ministry of Industry and Trade has already developed a methodology for calculating quotas. But the start date of its action will depend on the timing of bringing the issue up for discussion by the Eurasian Economic Commission and making a final decision. The same applies to the names of imported pesticides, the import of which will be limited.
