On behalf of Governor Stanislav Voskresensky, the Department of Agriculture and Food has developed a draft law providing for a new measure of state support for agricultural cooperation, the press service of the Russian Ministry of Agriculture reports. The document was submitted for consideration to the Ivanovo Regional Duma.
The expansion of support measures is planned as part of the implementation of the regional project "Acceleration of small and medium-sized businesses." The draft law of the Ivanovo region was developed with the aim of bringing the regional law in line with the provisions of the federal state program for the development of agriculture and the regulation of the markets for agricultural products, raw materials and food.
Thus, the state program expanded the list of costs that can be reimbursed to agricultural consumer cooperatives through subsidies. In particular, it became possible to subsidize the costs incurred in the current financial year related to the payment of lease payments for the acquired facilities for storage, processing, packaging, labeling and sale of agricultural products, as well as equipment for their assembly. The list of such facilities and equipment will be determined by the regional department of agriculture.
According to the draft law, a new type of support will be provided in an amount not exceeding 20% of the costs, but not more than 5 million rubles per agricultural consumer cooperative.
“Currently, agricultural consumer cooperatives are provided with subsidies to reimburse the costs of purchasing agricultural machinery and equipment, but the cooperative can receive this subsidy only by fully paying for the acquired property. The possibility of subsidizing the costs of the cooperative for the purchase of machinery and equipment on lease will allow recipients to choose the method of acquiring machinery, and if it is purchased on lease, not to divert large amounts of working capital of the enterprise for payment,” said Denis Cherkesov, director of the department of agriculture and food of the region.
After the new amendments to the regional law on state support of agricultural production come into force, corresponding changes will be made to the decree of the regional government regulating the procedure for providing state support funds.
