Today, enterprises with an annual revenue of up to 80 million rubles can choose which tax he pays to them - a single agricultural tax or value added tax.
The Ministry of Agriculture, with its proposal, raises the bar for enterprises tenfold - from 80 to 800 million rubles.
“The Ministry of Agriculture of Russia, together with interested federal executive authorities, is working on the issue of amending the Tax Code of the Russian Federation in terms of increasing the maximum amount of proceeds from agricultural activities, which provides for exemption from value added tax for payers of the unified agricultural tax (up to 800 million rubles) ", - reported in the press service of the ministry.
Deputy Alexei Chepa submitted to the State Duma a draft federal law “On Amending Article 145 of Part Two of the Tax Code of the Russian Federation”. The Ministry of Agriculture supports these changes and handed over its position to the Ministry of Finance of Russia, the department specified.
“This is correct, since 80 million rubles is a small amount. And 800 million is already something. Taking into account the fact that the opportunity will expand tenfold, it can affect many agricultural enterprises in the country, ”said Alexei Sitnikov, one of the initiators of the bill, State Duma deputy, president of the Greenhouses of Russia association, in an interview with RG. However, according to him, this initiative - on the possibility of waiving VAT in favor of a single agricultural tax - will be in demand by enterprises with a certain type of activity, for example, flower growers or collective farms. Those who are engaged in construction and receive capital cost reimbursement will benefit from paying VAT.
Speaking about greenhouses, Aleksey Sitnikov noted that the abolition of VAT will allow them to more painlessly survive the consequences of the annual growth in production costs, which now amount to at least 50 percent of the production cost.
"Coupled with the cancellation of the reimbursement of part of the direct costs incurred for the creation or modernization of greenhouse complexes from 2019, small agricultural enterprises find themselves in an extremely disadvantageous position for themselves, which in turn can lead to degradation of the domestic market for protected ground vegetables," the expert noted.
