The Ministry of Agriculture of the Russian Federation is preparing proposals for legislation on the turnover of agricultural land, aimed at accelerating the withdrawal of unused agricultural land, Interfax reports.
“Today we are considering the mechanisms and, I think, at the spring session of the State Duma we will make proposals to the legislation on introducing assessment elements and a certain scale into the control process over unused agricultural land, using which we will understand that the land is not used after the Rosselkhoznadzor order. for example, within two years. This will be enough to transfer the materials to the court for confiscation, ”said the Minister of Agriculture of the Russian Federation Alexander Tkachev on January 31 at the All-Russian Agronomic Conference in Moscow.
“Why give the owner the opportunity to cheat, get out? If he has not worked on it for two or three years, and there are already five-year-old shrubs, then there is no point in keeping it with him any longer, ”he added.
The minister recalled that at present, after the order of the Rosselkhoznadzor, the negligent owner of agricultural land must start processing it within three years. “But there are a lot of points for guile: after the expiration of the term, the land is rewritten to relatives, friends, and this procedure is reset to zero. We must give warnings again and wait three years, ”A. Tkachev said.
According to him, this is especially true for lands around large cities. Agricultural land is bought up, transferred to another category, "and then construction begins." “This is a completely different income,” he said.
“The task of putting agricultural land into circulation is a priority for us for the near future,” the minister said. “For three quarters of 2017, by a court decision, 3,5 thousand hectares of unused agricultural land were withdrawn, and 2,3 thousand hectares were sold at public auctions and passed to new owners.”
At the same time, he stressed, the seizure of land is an extreme measure, which is rarely reached. “It is rather a tool that encourages owners to more actively return land to circulation. So, since the beginning of the implementation of the law on land acquisition by the owners, almost 3 thousand orders of the Rosselkhoznadzor have been fulfilled, as a result of which more than 120 thousand hectares of agricultural land have been returned to circulation, ”the minister said.
