The Ministry of Agriculture of the Russian Federation is completing the preparation of a new system for subsidizing the industry and plans to post draft government decrees on regulation.gov.ru in June on compensating and stimulating subsidies, Deputy Minister of Agriculture Elena Fastova told Interfax on the sidelines of the St. Petersburg International Economic Forum.
“Today we have three types of support - subsidies for milk, unrelated, so-called hectare support, and a single subsidy. “We plan to combine the three subsidies and make two - compensatory and stimulating,” she said. “At present, work is underway with the regions, during which we discuss priority areas in each of them.”
The deputy minister explained that the compensating subsidy involves the provision of budgetary allocations to maintain the profitability of agricultural producers, that is, it will compensate for lost income (per 1 hectare of area, per 1 liter of milk), “stimulating is the co-financing of regions for more promising areas that are necessary for both subjects and the center. "
“That is, the Ministry of Agriculture calls the priority areas that we see in the framework of the state program for the next three years. Today it is dairy farming, cattle production, sheep farming, and in crop production it is the production of grain and leguminous plants, oilseeds, expansion of vineyards, orchards, ”she said. “The region, in accordance with its climatic conditions and capabilities, chooses those areas that it intends to develop more actively than it did before.”
“Choosing directions, he gets money to stimulate the development of priority areas and get a greater effect than the one that he gets when he undertakes everything. We say - do not take it all, take it in several directions, but with more effective support, ”the deputy minister said.
According to her, this, in particular, is connected with the solution of the problem of increasing exports. “We need to increase exports, respectively, to increase production,” the deputy minister added.
Fastova said that the Ministry of Agriculture plans in June to post on the regulation.gov.ru portal draft government decrees on incentive and compensatory support.
“Now this work is in its final stage. We are finalizing with the subjects those areas that they have chosen among the priority ones with specific indicators. The subsidy formula will take into account the indicators that the region will take on, ”she said.
According to Fastova, the next year will be a transitional one. “The ratio of compensating and stimulating subsidies will be 65% to 35%, so that the regions understand what kind of mechanism it is, and then the focus will be on increasing the stimulating subsidy and decreasing the compensating subsidy," she said.
At the same time, the deputy minister said that the agency does not plan to refuse compensatory subsidies in the coming years, "because we understand that not all entities are ready to restructure, it will act."
“But most of the funds will be directed to a stimulating subsidy so that the regions have the opportunity to increase production,” she said, adding that the amount of subsidies will be within the state support that the industry receives. “Thus, the regions will have the means to stimulate their priority sectors,” the deputy minister concluded.
