Russian Prime Minister Dmitry Medvedev chaired a meeting on the preparation of the State Program for the Development of Rural Areas. The event was also attended by Deputy Prime Minister Alexei Gordeev and Minister of Agriculture of Russia Dmitry Patrushev, who made a presentation on the current state of the development of the State Program.
As the head of the Ministry of Agriculture noted, its main goals are to increase the level of well-being and quality of life of the rural population, and to preserve the number of villagers. To date, work on the creation of the program is carried out by the Russian Ministry of Agriculture with the participation of representatives of other federal executive bodies, scientific and public organizations, and constituent entities of the Russian Federation. An interdepartmental working group has been created to discuss program directions. The Ministry of Agriculture plans to complete the development of the document by March 15, after which it will present the draft for public discussion.
The state program will be implemented in two main directions. The first of these involves the development of promising areas of economic growth: for example, the creation of infrastructure to attract and launch various investment projects of all business segments, especially small and medium-sized ones.
Another point of execution of the state program will be improving the quality of life in the countryside. Within its framework, together with the regions, a clear plan of priority actions will be determined, formed on the basis of the characteristics of such territories.
Today, support for rural development is carried out as part of the subprogram “Sustainable development of rural territories”. The total amount of its financing over the past 5 years amounted to 171,3 billion rubles. A number of measures are also provided for by existing national projects and sectoral state programs. At the same time, in order to avoid duplication, according to Dmitry Patrushev, it is advisable to define the Ministry of Agriculture of Russia as not only a coordinating body and department that determines the measures necessary for the development of rural areas, but also a responsible executive body for achieving indicators of their effectiveness together with the constituent entities of the Russian Federation .
