The Chamber of Commerce and Industry (CCI) proposed to amend the draft on limiting (banning) the circulation of plastic products in the country. In particular, instead of measures to limit (prohibit) the use of plastic, develop waste recycling technologies, Izvestia writes with reference to the association.
The CCI sent letters with recommendations to the State Duma committees on ecology and agrarian and food policy. In them, the association asks the Ministry of Industry and Trade and the Ministry of Natural Resources to review a complete or partial ban on plastic packaging in the agro-industrial complex, in the food and processing industries. Instead of measures to limit (prohibit) the use of plastic, make the development of technologies in the field of waste processing a priority of the project. The business also recommends extending the transition period for alternative materials until at least 2030, which will reduce possible risks to the country's economy in the face of sanctions. “The prospect of limiting or banning the circulation of polymer products and packaging will have an extremely negative impact on almost the entire food market of the country. This will make it difficult to supply remote areas, such as the Far North, disrupt the stability of the production and supply of both food and consumer goods, including those from the list of essential goods approved by the government of the Russian Federation, ”explained Sergey Katyrin, President of the Chamber of Commerce and Industry. The documents also emphasize that losses from the ban on the production and circulation of only five types of packaging in tax revenues will amount to at least 2,8 billion rubles a year, job cuts - 4,5 thousand employees, rearmament costs - at least 142 billion, according to estimates by independent experts. Also, the costs of packaging, logistics and technical re-equipment will increase, which will negatively affect small and medium-sized businesses.
