Perm entrepreneur Victor Zakovyrin applied to the arbitration court with a claim for bankruptcy of Belyaevka LLC. The amount of the claim is almost 6,6 million rubles. The application was accepted by the court, the date of consideration has not yet been set.
Zakovyrin acquired Belyaevka's debt to Monitron LLC at an auction as part of the latter's bankruptcy procedure. The debt of Belyaevka LLC to Monitron is confirmed by the decision of the Arbitration Court of the Perm Territory dated April 9, 2018. According to SPARK, IP Viktor Zakovyrin is registered in Perm with the main type of statutory activity "equipment trade".
LLC "Belyaevka" is located in the Okhansk region, its authorized capital is almost 178,5 million rubles, the type of activity is growing annual crops. The legal successor of the farm is Olenya Zastava Plus LLC, whose General Director is Victor Fedorovsky - ex-minister of housing and communal services of the Perm region. The official founder is Moscow-based Talitsa LLC. In 2009, the company took an active part in the "Buy Perm" project of the former governor Oleg Chirkunov.
Until recently, Belyaevka was the largest potato producer in the region. According to Kommersant-Prikamye, in October 2019 the farm changed the ownership structure. According to SPARK, the company is 72,22% owned by Moscow-based Talitsa LLC, and another 27,88% is on the company's balance sheet. At the same time, the owner of 99,88% of Talitsa Sergey Rogov sold his share and turned it into the capital of the society. Rogov himself confirmed this information.
The company's problems began in 2016. A year later, the company unsuccessfully tried to claim compensation for the loss of the crop in the amount of 100,137 million rubles through a lawsuit against the government of the Perm Territory. Belyaevka is not the only agricultural producer left without compensation after the dry summer of 2016. According to Kommersant-Prikamye, Belyaevka LLC also did not insure the harvest in 2016. In September 2019, the Perm Territory Arbitration Court denied Belyaevka compensation for the loss of the crop.
In 2016, the Leninsky District Court of Perm terminated the criminal prosecution of the former Minister Fedorovsky and the ex-founder of Belyaevka LLC and charged him with a fine for illegal entrepreneurial activity. While in the ministerial position, he remained among the founders of the Olenya Zastava Plus company. The amount of the criminal fine was 145 thousand rubles.
The investigation of the criminal case against Fedorovsky began in 2015. On November 2, 2015, FSB officers searched the house of the Minister of Construction and Housing and Communal Services of the Perm Territory Viktor Fedorovsky. The official was suspected of violating anti-corruption laws. After conducting a departmental check in the regional government and initiating a criminal case, Fedorovsky wrote a letter of resignation of his own free will, having served as minister for about a year.
