17 industry unions of the agro-industrial complex and all-Russian business associations supported the Resolution of the participants of the all-Russian online conference "Factors of the competitiveness of the Russian agro-industrial complex in 2021" and sent it to Government RF, Ministry of Industry and Trade, Ministry of Agriculture and Ministry of Economic Development.
The main wishes are to refrain from a sudden increase in the collection rates in 2021 and to hold an open public discussion on an independent platform on the timing of the increase and the size of the rates of recycling collection with the involvement of all market participants and the expert community.
The Resolution notes that the initiative to increase the collection rates by two to three times is adopted in a short time without properly informing the main market participants - agricultural producers, as well as without financial and methodological justification. The public comment procedure was conducted in a purely formal manner, without considering the views and criticisms of industry representatives. According to the industry community, the adoption of such significant decisions affecting several sectors of the economy at once should be carried out only after a thorough financial and economic study on the basis of a transparent methodology, taking into account the opinions of all market participants and within a reasonable time, allowing agricultural enterprises to adapt their production programs and lay in advance they include an increase in prices for agricultural machinery. In the current season, business plans and systems for their financial support have already been agreed and adopted, so a sudden increase in the amount of scrap collection will lead to the cancellation of contracts and disruption of the supply of equipment, which jeopardizes the sowing campaign in the country. The conference participants also noted that after the introduction of waste collection in 2016, Russian and foreign agricultural machinery rose in price equally.
As negative consequences of the unexpected increase in waste collection, the Resolution mentions a slowdown in yield growth, a decrease in investment in agricultural business and renewal of the machine and tractor fleet, as well as an increase in food prices.
The resolution was supported by: the Committee for the Development of the Agroindustrial Complex of the Chamber of Commerce and Industry of the Russian Federation, the All-Russian Public Organization "Business Russia", the Association of Industrial Unions of the Agroindustrial Complex of Russia ASSAGROS, the Russian Grain Union, the National Union of Milk Producers "SOYUZMOLOKO" enterprises, the National Union of Food Exporters, the Union of Fodders, the Association of Food Producers and Suppliers "Rusprodsoyuz", the Russian Union of Dairy Industry Enterprises, the Association of Agricultural Machinery Dealers "ASHOD", the Potato Union, the National Movement of Conservation Agriculture, the Union of Agricultural Producers of the South-East of Crimea, the Association enterprises of deep processing of grain "SOYUZKRAKHMAL", Association "Greenhouses of Russia", Media group "Krestyanskie vedomosti".
