The government of the Russian Federation approved a new mechanism for subsidizing the Russian agro-industrial complex developed by the Ministry of Agriculture, which will begin to operate from next year. This is reported by Finmarket with reference to the deputy head of the ministry Elena Fastova.
The official announced the new mechanism at the St. Petersburg Economic Forum. According to Fastova, it is planned to combine three types of subsidies - simple for milk production, unbound per hectare support and a single subsidy, and make two of them - compensatory and stimulating.
Within the first framework, farmers will be provided with budgetary funds to maintain profitability, for example, to compensate for lost profits from a hectare of crops or a liter of milk. That is, in fact, this is the same per hectare support, but with more advanced functions. The second presupposes co-financing of entire regions, which will go to the development of more promising sub-areas. The ministry has identified nine of these. Among them - the production of soybeans, rapeseed, greenhouse vegetables, the development of greenhouse production (allocated separately), as well as viticulture, winemaking and beef cattle breeding.
As explained by Fastova, thanks to the new system, many regions will be able to produce products with maximum profitability. According to her, before the agrarians did not have such an opportunity, since subsidies were “spread out” in many directions and were opaque. The deputy minister also said that the first type of support in the federal budget included 34, and the second - 27 billion rubles. In the future, it is planned to increase the size of investments in the stimulating subsidy, and it may become even more than in the compensating one.
