The Government of the Russian Federation submitted to the State Duma a draft law “On the production of organic products”. The corresponding order was published on Thursday, Interfax reports.
“The production of organic (environmentally friendly) products requires separate legislative regulation, since the technologies used in their production differ significantly from the technologies used in traditional agriculture,” the government's website says.
So far, the Russian market for organic products functions spontaneously: there are no legislative mechanisms for regulating the production of organic products, a system for monitoring its compliance with established requirements, it is not legally determined which products can be considered organic. The lack of regulation in the field of organic agriculture "does not allow Russia to become a full-fledged participant in the international market for such products, and inside the country it creates an opportunity for unscrupulous producers to mislead consumers."
The bill introduces the concepts of "organic products", "production of organic products" and "producers of organic products". It provides for voluntary confirmation of the compliance of organic production with the documents of the national standardization system, as well as the creation of a unified state register of organic producers.
The head of the Ministry of Agriculture of the Russian Federation Alexander Tkachev said earlier that the global market for organic products over the past 15 years has grown by almost five times, to $ 100 billion, and today it makes up 10% of the total world food market. According to forecasts, by 2022, the market for organic products will exceed $ 200 billion. Prime Minister Dmitry Medvedev noted that, according to experts, in the future Russia could occupy 10-25% of the global market for organic products.
