The suspension of the subsidy program may lead to a decrease in the production of agricultural machinery in the second half of 2017, the association said “Rosspecmash". In the first half of the year, the growth was 35% - Russian agricultural machinery factories produced equipment for 59,8 billion rubles.
A significant increase was observed in the segment of all-wheel drive tractors - by 45% to 1,37 thousand units, grain harvesters - by 18% to 3,14 thousand units, sprayers - by 23% to 604 units, machines for applying mineral fertilizers - by 19% to 294 units. The production of plows increased by 9% to 1, 45 thousand units, harrows - by 11% to 2,52 thousand units, seeders - by 12% to 5,4 thousand units.
“However, for the second half of the year, the forecast for the production of agricultural machinery in the association is negative. The decrease in the output of agricultural machinery will be significantly affected by the suspension of program No. 1432, according to which the state subsidizes the factories with 15-20% discounts provided to agrarians, ”Rosspetsmash said in a statement. In 2017, 13,7 billion rubles were allocated to equipment manufacturers under the program, however, at the end of June, the Ministry of Industry and Trade notified the manufacturers of the suspension of the program due to the fact that the allocated money had run out. Without continuing the program, according to Rosspetsmash's estimates, by the end of 2017, the growth in agricultural machinery production will decrease by about three times and amount to 12%.
To maintain the pace of production in the current year, subsidies require another 4,4 billion rubles, and in 2018-2020 - 15 billion rubles each. annually. “Failure to provide subsidies under the 1432 program in 2018-2020 will have a negative impact on the renewal of the park and the production of agricultural machinery in the Russian Federation. In 2018, the volume of sales of agricultural machinery will decrease by 30% compared to 2017, tax payments to budgets of all levels will decrease by 32%, the number of employees will be reduced by 2 thousand people, the average monthly salary will decrease by 12%, "predicts"Rosspecmash».
Evgeny Korchevoy, director of the department of agricultural, food and road-building machinery of the Ministry of Industry and Trade, confirms that there are no additional funds in the ministry's budget for state support of agricultural machinery. “For 2018-2020, funds have not been pledged either through the Ministry of Industry and Trade, or through the Ministry of Agriculture,” he stated at a meeting of the expert council held in the State Duma. He admitted that agrarians need modern technology, but "we need to understand where to find funds to extend the program."
From 2013 to 2016, the production of agricultural machinery in Russia in financial terms increased from 35,5 billion rubles. to 88,6 billion rubles, the share of Russian equipment in the domestic market during this period increased from 24% to 54%. As previously said “Agroinvestment"Deputy director of the association"Rosspecmash»Denis Maksimkin, last year 1432 enterprises received subsidies under the program 11,2 (53 billion rubles were allocated for this purpose), on average the share of subsidies in production volume was 12,6%. “At the same time, there are enterprises whose share of subsidies exceeds 20% - for example, Agrocenter in the Altai Territory, Kanmash-Agro in Chuvashia, Altai Agricultural Machinery Plant. The group "Rostselmash" or PTZ this share was slightly higher than 15%, while Eurotechnika had a little more than 11%, ”Maksimkin said. At the same time, according to him, the 1432 program is "one of the most effective mechanisms of state support carried out in the country." “Each ruble invested gives 1,7 rubles. return receipts to the budgets of all levels. In addition, it gives a multiplier effect for the development of related industries, ”he said.
In early July, the government approved a strategy for the development of agricultural machinery for the period up to 2030. According to the document, the share of Russian-made equipment on the domestic market by 2021 should grow to 80%, by 2030 the output of agricultural equipment should increase threefold, and exports - more than 12 times and reach at least 100 billion rubles.
