Russian President Vladimir Putin approved the new Doctrine of Russia's Food Security submitted by Deputy Prime Minister Alexei Gordeev at a meeting of the Security Council. This was reported by the press service of the Deputy Prime Minister.
“Today, at an operational meeting with members of the Security Council of the Russian Federation, a new version of one of the main strategic documents of the country's national security, the Doctrine of Food Security of the Russian Federation, was considered. Deputy Prime Minister of the Russian Federation Alexei Gordeev made a keynote speech on the document. Following the discussion, the doctrine was approved by Russian President Vladimir Putin, ”the statement reads.
As explained in the press service of Gordeev, the new doctrine was prepared by the Russian government on behalf of the head of state and meets the main modern socio-economic conditions both domestically and internationally. As Gordeyev noted at a meeting of the Security Council, in connection with Russia's accession to the WTO, the openness of the national agri-food complex has noticeably increased, which required its adaptation to tariff regulation measures and accounting for foreign trade risks in the production and supply of the main types of Russian agricultural products to foreign markets. The document is also aimed at preventing possible risks and threats to food security - from economic and technological to climatic and agro-ecological.
“In order to prevent possible internal and external risks, the new Doctrine of Food Security, first of all, provides for the complete self-sufficiency of our country with the main types of agricultural products and increasing the economic availability of high-quality food products for the entire population of the country. The diet of every person, regardless of his social level and wealth, should be complete, healthy and affordable. In addition, in accordance with the new document, it is necessary to form a state reserve of agricultural products, raw materials and food in case of emergencies, be it bad weather or bad harvest, ”Gordeev emphasized.
The list of self-sufficiency indicators for which thresholds have been set include "vegetables and melons with a threshold of 90%, fruits and berries with a threshold of 60%, as well as seeds with a threshold of 75%," the press service said. premiere.
The new doctrine also presupposes an increase in the productivity of the main agricultural crops and fertility of agricultural lands, their rational use and development of land reclamation, and the involvement of unused arable land in agricultural circulation. In addition, the document includes provisions on the development of pedigree breeding, selection and seed production, as well as a system for training and advanced training of personnel, including higher and secondary vocational education, capable of implementing a modern innovative model for the development of agriculture and fisheries, taking into account current food safety requirements .
Calculation of food independence indicator changes
The innovation of the doctrine is the change in the methodology for calculating indicators of food independence, for the assessment of which, instead of the indicator of the share of domestic production in the total volume of consumed food resources, an international indicator is provided - the indicator of self-sufficiency.
Unlike the previous one, this indicator can be effectively used to assess both the internal state of the food market by regions of Russia and the export potential of the country as a whole, Gordeev explained.
The new doctrine of food safety also provides for increased quality control and food safety, its compliance with the mandatory requirements of technical regulations of the Eurasian Economic Union.
The document provides for the expansion of strategic cooperation within the framework of the Union State, the EAEU, the development of bilateral and multilateral cooperation on food security issues with the CIS member states.
In preparing the document, the Russian government also relied on the recommendations of the Food and Agriculture Organization of the United Nations (FAO), in particular on measuring food self-sufficiency, the Deputy Prime Minister noted.
Gordeyev also added that the mechanism for implementing the doctrine and monitoring the achievement of the set goals and objectives will be determined by a separate action plan ("road map"), which, in accordance with the draft document, must be adopted by the government within three months.
The current Doctrine of Food Security of the Russian Federation was approved by decree of the President of the Russian Federation in 2010. As explained in the press service of Gordeev, the document has no deadlines and is updated as necessary.
